Shared Corporate Allowance Plan (SCAPs)
Shared Corporate Allowances Packages (SCAPs) are aimed at individual corporate entities buying significant numbers of SIMs for an extended duration or for extended projects. These Plans will typically allow for the sharing of allowances across a number of SIMs within a single corporate entity to reduce the risk of purchasing a number of individual allowances that otherwise may not be fully utilized.
There are 36 different SCAP options in total varying in:
- Maximum number of SIMs supported (10, 20, 50 or 100)
- Different included allowances
- Monthly, quarterly and annual plans
The benefit of using a SCAP is that the allowance can be shared amongst a group of SIMs, with any one SIM using as much or as little as required at anytime during the allowance period. All SCAP plans require the completion of a separate form and approval by Inmarsat.

FleetBroadband Plan Details
Airtime
Fleet Broadband Service Components include Background IP; Streaming for 32, 64, 128, 256 kbit/s; Circuit Switched Voice (to Fixed, Fleet Broadband to Mobile, Fleet Broadband to Fleet Broadband, and Fleet Broadband to other Mobile Satellite Services); ISDN Data; Voicemail; SMS.
Voice (circuit switched) service rates vary as follows: Fleet Broadband to Fixed (Terrestrial PSTN); Fleet Broadband to Cellular; Fleet Broadband to Fleet Broadband (or BGAN or Swift Broadband); Fleet Broadband to other Mobile Satellite Services (MSS); Voicemail. Circuit switched voice charges include terrestrial interconnection costs.
Single Global Charge: Until at least the end of 2009, there is one single global charge per voice type traffic. Specifically, there is one global charge for voice to terrestrial, one to voicemail, one to cellular, one to Fleet Broadband, and one global charge for each of the other MSS destinations. However, Inmarsat plans to consider zonal pricing in the future (post 2009) based around call destinations in order to provide the lowest wholesale pricing to specific regions.
Charges for circuit switched voice and ISDN services are currently based on the destination of such calls with such destinations differentiated as between fixed and cellular terminations.
There is no support for any form of Premium Mobile Originated voice calls.
It is possible to use the 3.1kHz ISDN audio channel to make a voice call from a Fleet Broadband user terminal to either of a Fleet Broadband, BGAN, Swift Broadband, Swift 64, Fleet or Inmarsat B (ISDN) user terminal. Such voice calls are charged at the appropriate ISDN rate.
Voicemail
Unanswered voice calls will automatically divert to the Inmarsat voice mail platform after a time period specified on the LaunchPad has elapsed. The called SIM will not be charged for the message left on the voicemail platform. SIMs will be charged for calling the voicemail platform to retrieve messages. There will be no charge for the notification of voicemail from the Fleet Broadband network.
Call Forwarding
If the SIM has an alternative call forward number set-up on Fleet Broadband, then any additional costs associated with such call forwarding will be passed on to the SIM that has initiated the call forward.
Example: A SIM has set-up a call forward to its company’s head office. Someone calls the SIM and is automatically diverted to the call forward number. The caller will be charged for the call to the Fleet Broadband SIM. The SIM will be charged for the call leg from the Fleet Broadband network to the call forward destination number.
Background IP
The charge is volume-based traffic in any direction; either originated or terminated on a Fleet Broadband terminal, but excluding traffic to other MSS services (e.g. if you would have a background IP session from a Fleet Broadband terminal to a Fleet 33 terminal via the MPDS service, the Fleet Broadband terminal/SIM pays for the part between the Fleet Broadband terminal and the PoP, the Fleet 33 user pays for the part between the PoP and the Fleet 33 terminal).
An Interactive Class quality of service (QoS) is also available on the Fleet Broadband network for Standard IP; this is charged at the Standard IP rate per MB. However, Inmarsat does not support or promote this QoS as it is only accessible from AT commands and is not for general use.
Streaming
There are 4 different Streaming options: 32 Kbit/s, 64 Kbit/s, 128 Kbit/s, and 256 Kbit/s. The charges for streaming services in the Pricing spreadsheet are in respect of the costs of streaming such traffic within the FB network.
ISDN
For ISDN traffic until at least the end of 2009, a single global charge will apply to all destinations. With effect from 1 January 2010, Inmarsat reserves the right to introduce zonal pricing based around call destinations for existing and new SIMs. ISDN Mobile to Mobile charge is the same charge as for ISDN Mobile to fixed.

ISDN Mobile to Mobile charge is the same charge as for ISDN Mobile to fixed. For ISDN, the charges are for duration based traffic from FB terminals (including to FB terminals), but excludes traffic to other MSS services.
SMS
An SMS is up to 160 characters in size as defined by the GSM Association. For messages that contain more than 160 characters, an additional SMS will have to be generated manually for the excess characters and sent separately. If an SMS is sent to more than one recipient, then there will be a separate CDR and charge for each recipient that this SMS is sent to. SMS charging will be on the basis of submission of each message to the SMS-C and not on successful delivery to the recipient. There will be no charge to receive an SMS on a FB terminal.
Inmarsat does not intend to support any form of Premium SMS, either Mobile Originated or Mobile Terminated.
Allowance
There is no allowance for the Standard Plan. SCAP user allowance packages are available on quarterly and annual payment options. By making quarterly or annual payment in advance the user has the flexibility to use the allowance over the entire payment period so in this case there is a roll-over of the allowance to the next month. For all plans, any charges for the services outside the included allowance or out of bundle traffic will be invoiced on a monthly basis.
The allowance of the Plans/Packages is on a pro-rata basis on the date of activation (in the month of activation). Any portion of such an Allowance is pro-rated. Example if you activate a 12-month package mid January you will be charged 11.5 months and you get an allowance of 11.5 months.
Once the minimum duration period has expired, the Package Plan will automatically be renewed, unless the SIM user chooses an alternative Package Plan on that expiry date.
Example: This automatic renewal means that an annual allowance package plan will, at the beginning of the thirteenth month, commence with a second annual subscription charge with a corresponding annual allowance. This will then be automatically renewed again at the beginning of the twenty-fifth month and so on.
Measurements and Billing Increments
The SIM card is the entity for which usage will be measured and charged; this is similar to BGAN service as opposed to Inmarsat’s Existing and Evolved (E&E) Services where usage is based on the user terminal. Only one package can apply to a single SIM at any one time. The measurement units and billing increments for the FB services are:

Minimum Call Duration
For all postpaid and pre-paid packages a minimum duration of 50 KB for Background IP and 30 seconds for Voice, Streaming and ISDN applies. This means that for every session or call an end user is doing he will always be charged for this minimum. A data session starts from when a SIM first connects to the Fleet Broadband network and lasts until the SIM is disconnected from the Fleet Broadband network by the user. Should a SIM be idle but still connected, then this will still be part of the original data session. Please note: There is no set up charge, so it does not mean that if you e.g. do a 30 KB Background IP session, that you will be charged 50 KB + 30 KB. No, you will be charged the minimum, which is 50 KB in this case. For Streaming IP and Standard IP services, the uplink and downlink volumes are separated; each will be a separate chargeable event with minimum call duration and volumes applied to each.

Refund Policy
All refunds must be arranged with the Remote Satellite Systems Sales Manager websales@remotesatellite.com in order to be processed. Unactivated prepaid SIM cards may be returned within 7 days of purchase, provided that they are still honored by the satellite service provider, and must be returned in original condition. Activated prepaid SIM cards cannot be returned and are not eligible for refund. Deactivation of an activated card stops service. Deactivated prepaid SIM cards are not eligible for any credit or refund for any unused minutes or validity.
Term Commitment
The subscription fees have to be paid each month/year for at least the minimum contract duration period. The minimum contract term varies between 1 and 12 months. Once the minimum duration has expired for any plan, the SIM will continue to be charged the applicable monthly/annual subscription fee and receive the respective monthly/annual allowance, until such time as a service order is received for that SIM to either move to another Plan, deactivate the SIM, or to deactivate/reactivate on a new Package Plan.
